David Oliver is a partner at ABHR. David’s practice focuses on urban development, with an emphasis on the acquisition and financing of critical infrastructure facilities to serve residential, commercial, industrial, and mixed-use projects. David also serves as Chair of the firm’s Executive Committee. David serves as general counsel and bond counsel to special purpose local governments that provide water, sewer, drainage, road, and park facilities to developments of all types across the greater Houston region. David also represents private developers in negotiations with local government entities for public participation in various land and economic development matters.
